Keyword stuffing is filling a page with keywords or numbers to manipulate rankings. Google lists it as spam, and it can cost a page its rankings.
Google's spam policies define it as "the practice of filling a web page with keywords or numbers in an attempt to manipulate rankings in Google Search results." The examples Google gives are specific: lists of phone numbers without substantial added value, blocks of text listing cities and regions a page is trying to rank for, and words or phrases repeated so often the text sounds unnatural.
The city list is the one local businesses trip over most. A footer of forty town names added "for SEO" is exactly the pattern Google describes. The better approach is a real page for each area you genuinely serve, or a clear service-area statement, written for the customers who live there. Stuffing is usually easy to spot: read the page aloud and listen for the chanting.
